US Congress passed the change from April to March for Day-light-Change (Spring forward, Fall back) in the US. Are we OK with no significant WCG impact for the US folks?

It may not have too much impact since "midnight" is already set to 0000 UTC and the day starts over then. That doesn't shift forward and back but stays the same all year.
